Rabat, Morocco, 16 November 2016: A regional consultative meeting, first in its kind and initiated by the Department of Infrastructure and Energy of the African Union Commission (AUC) was held in Rabat, Morocco with the Arab Maghreb Union (AMU). The visit organised by the AUC jointly with the NEPAD Agency and the African Development Bank (AfDB) assessed the state of play and made concrete recommendations with a view to providing the necessary support to the region in its process of appropriation and implementation of the projects and programs of the Priority Action Plan of the Program for Infrastructure Development in Africa (PIDA PAP).

The meeting of experts chaired by the Directors in charge of Infrastructure of the AUC and AMU heard a presentation by the latter on the structural composition of the AMU and the Maghrebian activities in the field of infrastructure and more specifically the state of play of the seven (7) PIDA projects registered under the AMU, which are: Facilitation of transport and transit along the Trans-Maghreb highway; Harmonization of the legal and regulatory framework for ICTs in the Maghreb countries; The creation and securing of a Maghreb high-speed telecommunications network based on optical fiber; The electric transmission line of North Africa; The Trans-Saharan Nigeria-Algeria gas pipeline; The aquifer system of the northern Sahara; And the aquifer system of Lullemeden and Taoudent / Tazrouft.

The work which took place from 14 to 16 November 2016 also examined the various implementation and governance instruments of the PIDA and took stock of the regional priorities of the PIDA PAP in order to make concrete recommendations and bring the necessary support to the region. Among other things, the meeting stressed the need to organize a Workshop bringing together the representatives of AUC, AfDB, NEPAD, AMU and focal points of the five (5) AMU Member States . The meeting also welcomed the signing by AMU and NEPAD, of the capacity building agreement for the implementation of PIDA PAP. The parties agreed to use appropriate channels to monitor the effective implementation of the recommendations in the shortest delays.

The visit concluded with a high-level meeting between H.E. Dr. Elham MA IBRAHIM, Commissioner for Infrastructure and Energy of the AUC and H.E. Dr. Taieb Baccouche, Secretary General of the AMU and the signing of an Aide-mémoire containing specific recommendations for a tangible acceleration in the implementation of the region's infrastructure development activities and the linkage of these activities to continental efforts to accelerate the implementation of Agenda 2063 UA.

Une réunion conjointe auprès de l’Union du Maghreb Arabe s’accorde sur le besoin d’accélérer la mise en œuvre des projets PIDA dans la région

Rabat, Maroc, 16 Novembre 2016 : Une réunion de consultation régionale, première en son genre et initiée par le département des infrastructures et énergie de la Commission de l’Union africaine (CUA) s’est tenue à Rabat, au Maroc auprès de l’Union du Maghreb Arabe (UMA). La visite organisée par la CUA conjointement avec l’Agence du NEPAD et la Banque Africaine de Développement (BAD) a évalué l’état des lieux et posé des recommandations concrètes en vue d’apporter le soutien nécessaire à la région dans son processus d’appropriation et de mise en œuvre des projets et programmes du Plan d’Action Prioritaire du Programme de développement des Infrastructures en Afrique (PIDA PAP).

La réunion des experts présidée par les Directeurs en charge des Infrastructures de la CUA et de l’UMA a entendu une présentation par ce dernier sur la composition structurelle de l’UMA et les activités maghrébines en matière d’infrastructures, et plus spécifiquement un état des lieux sur les sept (7) projets du PIDA inscrits au titre de l’UMA qui sont: La Facilitation du transport et transit le long de l’axe autoroutier Trans-maghrébin; L’harmonisation du cadre juridique et règlementaire des TIC dans les pays du Maghreb; La réalisation et la sécurisation d’un réseau maghrébin de télécommunication à haut débit à base de fibre optique; La ligne de transport électrique de l’Afrique du Nord; Le gazoduc transsaharien Nigeria-Algérie; Le système aquifère du Sahara septentrional; Et le système aquifère de Lullemeden et du Taoudent/Tazrouft.

Les travaux qui se sont tenus du 14 au 16 Novembre 2016 ont également examiné les différents instruments de mise en œuvre et de gouvernance du PIDA et ont fait le point sur les priorités régionales du PIDA PAP afin de poser des recommandations concrètes et amener le support nécessaire à la région. Entre autres, la réunion a souligné la nécessité d’organiser un Atelier regroupant les représentants de la CUA, de la BAD, du NEPAD, de l’UMA et des points focaux des cinq (5) Etats Membres de l’UMA. La réunion a également salué la signature par l’UMA et le NEPAD, lors de cette visite, de l’accord de renforcement des capacités pour la mise en œuvre du PIDA PAP. Les parties ont convenu d’utiliser les canaux appropriés pour le suivi de la mise en œuvre effective des recommandations dans les meilleurs délais.

La visite s’est conclue par la rencontre de haut niveau entre S.E. Dr Elham M.A. IBRAHIM, Commissaire en charge des Infrastructures et de l’Energie de la CUA et S.E. Dr Taieb Baccouche, Secrétaire Général de l’UMA et la signature d’un Aide-mémoire contenant des recommandations spécifiques permettant une accélération tangible de la mise en œuvre des activités de la région en matières de développement d’infrastructures et du ralliement de ces activités aux efforts continentaux visant à accélérer l’implémentation de l’Agenda 2063 de l’UA.
