Bahir Dar, Ethiopia 9th - 10th October 2017 - The Commissioner for Human Resources Science and Technology, H.E. Prof. Sarah Anyang Agbor made a keynote speech at the Periperi U Annual Consultative Meeting on Disaster Risk Reduction that was held on 10th October 2017in Bahir Dar, Ethiopia.

The Commissioner noted that the impact of disasters in Africa has been greatly increased, compounding the challenges to social, economic and environmental development and undermining Africa’s prospect of achieving the Sustainable Development Goals and realizing the aspirations of Agenda 2063. The African Union has adopted a Programme that provides strategic guidance for actions at the continental, regional, national and local levels in line with the Sendai Framework for Disaster Risk Reduction 2015-2030.

Prof. Anyang Agbor stressed that Human Resource Development is at the core of Africa’s vision of peace, integration and prosperity. Africa must invest in education, science and technology to be able to meet its own development targets, and reverse marginalization in the world economy. She reiterated that Agenda 2063 requires Africa’s higher education system retains relevance and responsiveness for the continent development efforts through strategic research and innovation systems.

The HRST Commissioner highlighted the need for University partnerships and research institutions to work more closely together and build capacity in research and outreach activities. The current and future risks calls for more assertive engagement of higher education institutions across the continent to produce skilled professionals. The Commissioner was pleaded to advocate for increased participation of Africa universities in disaster risk management and sustainable development at the upcoming meeting of the Specialized Technical Committee (STC) on Education, Science and Technology. It was also urged for enhanced Government’s effort to effectively incorporate disaster risk management into national development policies and strategies.

The consultative meeting was a useful forum to explore tangible mechanisms for risk reduction and resilience planning in closer collaboration between key stakeholders.

It was noted that the Periperi U is a partnership of universities from 12 Member States that aims to promote strategic capacity-building capabilities and research collaborations across the continent to advance academic action on risk and vulnerability reduction.

The HRST Commissioner, Prof. Anyang Agbor also made a courtesy visit to the President’s Office of the Bahir Dar University. She explained the African Union’s major higher education initiatives and encouraged the university to participate in the African Quality Rating Mechanism self-evaluation exercise that is designed to support institutional quality improvement. An incubator center for Science, Technology, Engineering and Mathematics (STEM) was also visited. The Commissioner attended the university’s Maritime Academy Graduation Ceremony and delivered an inspiring speech to the cadets.
