What: Extraordinary Session of the 5th Specialised Technical Committee on Youth, Culture and Sports (STC-YCS5)

When: The STC-YCS5 will be organised in two sessions:

  1. Experts Session – 19 May 2026.
  2. Ministerial Session – 2 June 2026.

Where: Virtual

Who: The Extraordinary Session of the 5th Specialised Technical Committee on Youth, Culture and Sports (STC-YCS5) will be organized by the Health, Humanitarian and Social Affairs (HHS) Directorate of the African Union Commission (AUC).

Objectives: The main objective is to consider and endorse the revised African Games Fundamental Regulations; to consider and endorse the host country for the 2031 African Games; and to consolidate Africa’s common position on the World Anti-Doping Agency (WADA) proposal on Consequences for Voluntary Withholding of Government Contributions.

Specific Objectives are to:

  1. Consider and endorse the revised Fundamental Regulations for the African Games;
  2. Consider and endorse the host country for the 2031 African Games; and
  3. Consider and adopt a coordinated African position on WADA’s proposed consequences for voluntary non-payment of government contributions to the WADA budget.

Expected Results:

The Extraordinary Session of the 5th Specialised Technical Committee on Youth, Culture and Sports (STC-YCS5) is expected to achieve the following results:

  1. Endorsed Fundamental Regulations strengthening governance and efficient organisation of the African Games.
  2. Clear direction enabling timely preparations for the 2031 African Games.
  3. A unified African position on WADA’s proposed sanctions and future governance matters affecting Member States.

Participants:

In line with the rules of procedures of the The Extraordinary Session of the 5th Specialised Technical Committee on Youth, Culture and Sports (STC-YCS5), the participation will include:

  1. Member States (Ministers and Senior Officials responsible for Youth, Culture and Sport);
  2. Regional Economic Communities (RECs);
  3. AU Sports Council Development Regions;
  4. AU Specialised Institutions and Agencies;
  5. Thematic experts;
  6. AUC officials, particularly from the Health, Humanitarian and Social Affairs (HHS) Directorate.
