الدورة العادية الثامنة والثلاثين للجنة الممثلين الدائمين التابعة للاتحاد الافريقي تنطلق في اديس ابابا

أديس أبابا – 17 يونيو 2019: تنعقد الدورة العادية الثامنة والثلاثين للجنة الممثلين الدائمين بمقر الاتحاد الافريقي ، تحضيراً للدورة الاستثنائية الثانية عشر لمؤتمر الاتحاد الافريقي حول منطقة التجارة الحرة القارية الافريقية والاجتماع التنسيقي نصف السنوي للاتحاد الافريقي مع المجموعات الاقتصادية الاقليمية ، التي ستعقد في نيامي ، النيجر ، في شهر يوليو.

رئيس مفوضية الاتحاد الافريقي موسى فقي محمد ، ذكر في خطابه خلال الجلسة الافتتاحية لاجتماع لجنة الممثلين الدائمين في 17 يونيو ، أن المهمة النبيلة المتمثلة في إيجاد حلول لظاهرة النزوح القسري تقع في قلب المتطلبات الاساسية للحكم الديمقراطي الجيد والوقاية الفعالة من النزاعات. وأضاف "إن العمل يتمثل ، كما تعرفون ، في الصلة المباشرة مع أحد أهم المشاريع الرئيسية لأجندة 2063 ، وهو "إسكات البنادق في قارتنا بحلول العام 2020".

وأكد رئيس المفوضية أن الحلم الشرعي للتكامل يظل الدافع العميق للمراحل الحاسمة في مسيرة حياة المنظمة ، بدء من انطلاقة منظمة الوحدة الافريقية في العام 1963 ، مروراً إلى معاهدة ابوجا في يونيو 1991 ، وتبني اجندة 2063 في يناير 2015 ، وحتى اعتماد منطقة التجارة الحرة القارية الافريقية ومعاهدة حرية حركة الافراد في يناير ومارس 2018 على التوالي.

ودعا رئيس المفوضية الاجتماع إلى وضع مقترحات لشعاري عامي 2020 و 2021 ، تعكس اولويات العصر كما هي واردة في أجندة 2063. وأضاف رئيس المفوضية "من خلال اختيار الشعارات ، عاماً تلو الآخر ، فإن الاتحاد الافريقي ودوله الاعضاء يشاركون في الجهود الجماعية من أجل تحقيق تقدم متسق وملحوظ عبر انجازات ملموسة وقابلة للقياس حول الشعارات المختارة". سفير جمهورية مصر العربية أسامة محمود عبد الخالق ، ذكر في كلمته خلال الجلسة الافتتاحية أن لجنة الممثلين الدائمين ستسهم في التخطيط للاجتماع التنسيقي نصف السنوي الاول. وأضاف "كلفت اجتماعاتنا ايضاَ بالنظر في مقترح الهيكل التنظيمي الجديد لمفوضية الاتحاد الافريقي بهدف تعزيز الفعالية وأداء المنزل الأفريقي".

ودعا أعضاء لجنة الممثلين الدائمين إلى أن يكونوا شاملين وواضحين عند اتخاذ القرارات ووضع التوصيات حول مختلف التقارير ، لتسهيل عمل صندوق الاتحاد الافريقي للسلام ، وتنفيذ أجندة 2063 ، واختيار شعار العام 2020 ، والتعاون متعدد الأطراف ، ونتائج عمل العديد من اللجان الفنية المتخصصة واللجان الفرعية التابعة للجنة الممثلين الدائمين. سينظر أعضاء لجنة الممثلين الدائمين ، خلال اجتماعهم ، في تقارير مختلف أنشطة اللجان الفرعية ، وستتبادل اللجنة وجهات النظر حول مشروع الاجندا فضلاَ عن مشاريع المقررات والإعلانات للدورة الاستثنائية لمؤتمر الاتحاد ، في نيامي ، بالنيجر ، قبل اعتماد تقريرها.

جرت مراسم الافتتاح في حضور نائب رئيس مفوضية الاتحاد الافريقي ، المفوضين ، وكافة سفراء الدول الخمس والخمسين اعضاء الاتحاد الافريقي المقيمين في أديس ابابا ، وممثلي المجتمع الدبلوماسي والمجتمع الدولي ، والمجتمع المدني والقطاع الخاص والضيوف المدعوين.

ستختتم الدورة العادية الثامنة والثلاثين للجنة الممثلين الدائمين أعمالها في 18 يونيو 2019 ، باعتماد تقريرها الذي سيقدم إلى الدورة العادية الخامسة والثلاثين للمجلس التنفيذي ، المقرر عقدها في 4-5 يوليو 2019 في نيامي ، بالنيجر.
