Efficacité et efficience opérationnelles

Il est nécessaire de gérer les activités de l'UA de manière efficiente et efficace, tant au niveau politique qu'opérationnel
En ce qui concerne la gestion politique de l'Union, il est recommandé à l'UA de:

réformer les méthodes de travail du Sommet (veiller à ce que la session de la Conférence de l'UA, à laquelle participent les chefs d'État et de gouvernement, comporte au plus trois (3) points stratégiques à chaque Sommet et rationaliser le nombre de Sommets (la Conférence doit tenir (1) un Sommet ordinaire par an et des sessions extraordinaires, le cas échéant);
déterminer la représentation africaine appropriée aux Sommets de partenariat; les Sommets de partenariat convoqués par les autres parties devraient être réexaminés en vue de fournir un cadre efficace pour les partenariats de l'Union africaine et de donner la priorité à l'Agenda de développement de l'Afrique ;
mettre en place une troïka des présidents sortants, actuels et futurs de l'UA (Pour assurer la continuité et la mise en œuvre effective des décisions de la Conférence, un accord de la troïka entre les présidents sortants, actuels et futurs de l'UA devrait être conclu). À cet effet, le président entrant sera élu un an à l'avance ;
renforcer et appliquer le mécanisme de sanctions actuel. Il faudrait notamment envisager de subordonner la participation aux délibérations de l'UA à l'adhésion aux décisions du Sommet.

En ce qui concerne la gestion opérationnelle de l'Union, il est recommandé de:

améliorer le processus de sélection du Président de la Commission, c'est-à-dire que l'élection du Président de la Commission de l'Union africaine doit être renforcée par un processus robuste de sélection, fondé sur le mérite et la transparence ;
recruter le Vice-président de la Commission et les Commissaires par voie de concours conformément aux meilleures pratiques; ils seront par la suite nommés par le Président de la Commission, auquel ils devraient directement rendre compte, en tenant compte, entre autres considérations pertinentes, de la répartition hommes-femmes et de la diversité régionale ;
recadrer le rôle du Vice-président et éventuellement modifier les titres de Président et de Vice-président ;
la structure, les besoins en personnel et les conditions d'emploi de la Commission devraient être examinés afin d'assurer l'harmonisation avec les domaines prioritaires convenus.
