Mécanisme africain d'évaluation par les pairs

Le Mécanisme africain d’évaluation par les pairs (MAEP) a été créé en 2003 par le Comité des chefs d’État et de gouvernement (HSGIC) chargé de la mise en œuvre du Nouveau partenariat pour le développement de l’Afrique (NEPAD) comme un instrument d’autoévaluation volontaire de la performance des États membres en matière de gouvernance.

Le MAEP est un accord volontaire conclu entre les États africains pour évaluer et réviser systématiquement la gouvernance au niveau des Chefs d’État afin de promouvoir la stabilité politique, l’intégration économique accélérée au niveau sous-régional et continental, la croissance économique et le développement durable. En adhérant au MAEP, les États membres conviennent d’évaluer indépendamment la conformité à leurs engagements africains et internationaux en matière de gouvernance.
La performance et les progrès sont mesurés dans quatre domaines thématiques :

la démocratie et la gouvernance politique ;
la gouvernance et la gestion économiques ;
la gouvernance d’entreprise ;
le développement socio-économique.

Chaque évaluation aboutit à un programme national d’action pour l’État concerné en vue de traiter les problèmes identifiés. Un organisme national de suivi prépare des rapports semestriels et annuels sur les progrès réalisés quant à la mise en œuvre du programme d’action national à l’intention du Forum des chefs d’État et de gouvernement du MAEP. Les rapports d’évaluation des pays sont mis à la disposition du public après l’évaluation par les pairs du Forum de l’EAP

Structures à l’échelle continentale

Le Forum africain d’évaluation par les pairs (AEP): comité composé de tous les chefs d’État et de gouvernement des pays participants au Mécanisme. Le Forum est la plus haute instance décisionnelle du MAEP.
Le Panel des éminentes personnalités du MAEP : composé de personnalités éminentes des cinq régions d’Afrique nommées par le Forum, dans le but de superviser en toute indépendance, le processus d’évaluation et d’en garantir la crédibilité. Les membres du Panel sont sélectionnés et nommés par le Forum pour un mandat maximal de quatre ans, à l’exception du président et du vice-président qui sont nommés pour une durée non renouvelable d’un an.
Le Comité du point focal du MAEP : composé des représentants personnels des Chefs d’État des pays participants. Le Comité est un organe ministériel qui agit en tant qu’intermédiaire entre le Forum d’AEP et le Secrétariat du MAEP. Il est responsable des aspects administratifs et budgétaires et rend compte au Forum du MAEP.

Le MAEP a conclu des accords d’assistance spéciaux de coopération avec cinq institutions basées en Afrique et désignées par le Forum comme partenaires stratégiques : la Banque africaine de développement (BAD), la Commission économique des Nations Unies pour l’Afrique (CEA), le Bureau régional pour l’Afrique du Programme des Nations Unies pour le développement des (PNUD) pour l’Afrique, la Fondation Mo Ibrahim et la Fondation pour le renforcement des capacités en Afrique (ACBF).
