Démocratie, législation et droits de l’homme

L’Agenda 2063 aspire à un continent où il existe une culture universelle de bonne gouvernance, de valeurs démocratiques, d’égalité des sexes et de respect des droits de l’homme, de justice et d’État de droit. L’UA œuvre aux côtés des États membres à l’élaboration et à la mise en œuvre de politiques visant à bâtir des institutions solides et bien gouvernées ainsi qu’à édicter des lois qui s’assureront que les citoyens africains sont pleinement engagés et impliqués dans l’élaboration des politiques et les initiatives de développement et que ces citoyens bénéficient d’un environnement sûr et sécurisé dans lequel ils peuvent vivre.

L’UA a veillé à ce que divers traités et politiques soient mis en place pour garantir la bonne gouvernance ainsi que la protection des libertés civiles et la préservation des droits des citoyens africains. Au nombre des Traités de l’UA sur les droits de l’homme, figurent la Charte africaine des droits et du bien-être de l’enfant, la Charte africaine des droits de l’homme et des peuples , le Protocole à la Charte africaine des droits de l’homme et des peuples relatif aux droits de la femme en Afrique, la Charte africaine de la jeunesse et la Convention de l’Union africaine sur la protection et l’assistance aux personnes déplacées internes en Afrique .

Les Organes judiciaires, des droits de l’homme et juridiques de l’UA ont été créés pour soutenir la mise en œuvre de la bonne gouvernance et le respect des droits de l’homme sur le continent. Il s’agit notamment de la Commission africaine des droits de l’homme et des peuples (CADHP), de la Cour africaine des droits de l’homme et des peuples (CADHP), de la Commission de l’UA pour le droit international (CUADI), du Conseil consultatif de l’UA sur la corruption (CCUAC) et du Comité africain d’experts sur les droits et le bien-être de l’enfant (CAEDBE).

Le Département des affaires politiques est chargé de promouvoir, de faciliter, de coordonner et d’encourager les principes démocratiques ainsi que l’État de droit, le respect des droits de l’homme, la participation de la société civile au processus de développement du continent et la recherche de solutions durables aux crises humanitaires. Ce Département coordonne également la mise en œuvre de l’ Architecture africaine de gouvernance ainsi que la mise en œuvre de solutions durables aux crises humanitaires et politiques, y compris la diplomatie préventive.

Silencing the Guns by 2020

Ending all wars, civil conflicts, gender-based violence, violent conflicts and preventing genocide in the continent by 2020.

The Grand Inga Dam Project

Generating an estimated 43,200MW of power to support current regional power pools and their combined service to transform Africa from traditional to modern sources of energy and ensure access to clean and affordable electricity.

Single African Air-Transport Market

Promoting intra-regional connectivity between the capital cities of Africa by creating a single unified air transport market in Africa, as an impetus to the continent’s economic integration and growth agenda.

African Economic Forum

Multi-stakeholder meeting bringing together the Africa’s policy makers, private sector, academia and civil society to reflect on accelerating Africa’s socio- economic development and transformation by harnessing its vast resources.

African Financial Institutions

Accelerating integration and economic development through the establishment of organisations which will play a pivotal role in the mobilization of resources and management of the African financial sector.

The Pan African e-Network

Transforming Africa into an e-Society by implementing policies and strategies that lead to transformative e-applications and services in Africa such as broad band terrestrial infrastructure, cyber security and revolutionary bio and nanotechnology industries.

Africa Outer Space Strategy

Strengthening Africa’s use of outer space to bolster development in critical sectors such as agriculture, disaster management, remote sensing, climate forecast, banking and finance, defense and security.

African Virtual & e-University

Using ICT based programmes to increase access to tertiary and continuing education in Africa by reaching large numbers of students and professionals in multiple sites simultaneously.

Cyber Security
